What should be done???

When kids don't want to attend school and their parents can't be bothered to MAKE them go to school, what should be the alternative??? Some sort of vocational education where they learn a trade instead of the usual education??? Or into a youth military establishment where they can learn more than just a vocation and maybe see the world???
