Is this a hacker or virus?

Its most likely a "keylogger", a nasty thing that allows someone at another computer to see EVERY keystroke you make, there are some programs that do very good jobs at removing these (malware bytes has worked for me in the past as well as AVG) but many times its much more secure to reinstall your operating system from scratch.
