Why two different penalties for a reported answer?

I have started to answer this question three times and I just think the simple answer is the people who monitor this site are so far up their own backsides they will never be seen again they are jumped up little Hitler's and give violations as it suits their mood "because they can" at the end of the day it's not as if they matter they are unimportant beings.
