Why is it that the government keeps putting bans on smoking?

Yet they want the tax money from cigs to pay for all the things that non smokers also use? Have complaining non smokers thought of all the things the cig tax pays for? If it's health issues that the non smokers and polititions are worried about, Why not apply the cig tax to pay for smokers who want to quit for like meds or patches? I really don't see any of that tax money being spent to help people quit.
