Where to complain about an O.A.D (Order of Discalced Augustinian) priest?

I arranged for an OAD priest to say m for a wake. Everything was prepared for the m and he never came by. Thirty minutes after the committed time, I called him up to ask where he was as I was worried that he got lost with the directions. I called him twice and I got the same answer: that he is on his way already. Until he said to me that he got tired of locating the venue and he will just go home. I offered to pick him up from where he was. He said that he don't want to say m anymore. When asked how we will address that to the people who are waiting. He just plainly said to tell them that there is no m.
