Using spray gloss varnish... doesnt dry completely?

I have a krylon spray gloss matte varnish! I intentionally bought it for varnishing plastic charms, but now that I am making polymer clay charms and necklaces I want to use it for that. This brand gloss is usually used by polymer clay artists. However, when I use this, it will dry, but doesnt COMPLETLEY DRY. itsnot that its wet, its just that it gets dirty and attracts dirt even quicker than normally and feels slightly sticky. anything i can do to prevent this?
